Those are cartel not police. The cartels are so heavily armed they appear to be military or police. Just do some research into Los Zetas or the Gulf Cartel you see videos of them flexing a small army with like military style armored turreted vehicles it’s insane.

Cartels don’t care about “incriminating” themselves, nobody can touch them weather or not they know who is in a cartel.

We know the identities of hundreds or thousands of terrorists in the middle east, but we can’t stop them without knowing where they are, as well as dedicating resources to take them out.

TL;DR: the cartels are as dangerous and difficult to deal with as terrorists in the middle east.
